Upper Toba and Jimmie Creek Hydroelectric Projects

Scope of work included compiling a comprehensive construction cost estimate for two greenfield high head hydroelectric power generation sites: Jimmie Creek (66 MW) and Upper Toba (58 MW), located north of Vancouver on the B.C. Mainland. Plutonic Power Corp engaged Chant to assess the feasibility of developing intakes, penstocks, access roads and powerhouses for both locations.

The detailed estimate consisted of approximately 800 line items per site and was completed from the perspective of an EPC Contractor delivering a turn-key project. A cost estimate was also assembled using an EPCM delivery model for comparison of the relative cost of the two contracting methodology approaches.

Scope of Work:

  • Completion of a Level 3 estimate including:
    • Large quantities of earthworks required for the 4.9 km of penstock and the need for several access roads
    • Analysis of logistics including barging requirements and optimal haulage patterns in steep monotonous terrain
    • Analysis of penstock transport installation means and methods
